Of all the Sailor Moon characters, Rei's personality is the one that differs the most between the manga and anime.
In the manga, Rei seems to fit her role as a shinto priestess very well. She is a passionate, assertive young lady who fulfills her senshi duties very well.
However, in the anime, a more antagonistic twist was put on Rei's character. Although she can be friendly at times, Rei often fights with Usagi and insults her. Rei could be called the number one source of Usagi's low self-esteem.
I believe that in both the anime and the manga, strong emotions tie Rei to Usagi, as a guardian to her princess. She feels a strong sense of loyalty and love towards her.
Although Rei feels all emotions strongly, she does well at keeping most of them contained. Sometimes hiding how she feels can lead her into trouble, though, especially when she dons a tough exterior.
Rei strikes me as an interesting character who adds zest and variety to the cast of Sailor Moon.
