In my opinion, the character of Meiou Setsuna has not been developed as fully as most of the other outer senshi, although she's certainly a distinctive person.
Sailor Pluto is the senshi of time, and the gatekeeper of the gate of time. She possesses the power to stop time itself, and although this is forbidden, she at time makes use of it in order to save herself and the rest of the outer senshi.
One of the most prominent of Sailor Pluto's items is her garnet rod -- she is rarely pictured without it while in Senshi form. Sailor Pluto uses it for all of her attacks.
As Setsuna Meiou, Sailor Pluto is unusually soft spoken and shy. Even though she is an adult and her human form is older than any of the other senshi, her only close friend seems to be her ward, Chibiusa. Setsuna is the protector and closest adult friend of Chibiusa.
